Determining your Eligibility

You must get authorization from the NC Code Officials Qualification Board (the Board) to take an examination.

The NC Code Officials Qualification Board (COQB) approved transitioning to a remote online line live-proctored COQB exam. Until June 30, 2026, you may choose to test in-person at a PSI site or remotely. Beginning July 1, 2026, all COQB exams will be remote proctored online.

You will select remote proctored online testing (QUEST) or testing at a PSI location as part of the application process. Once you have completed your application, you will not be able to change the exam session type.

Transitioning COQB exams from PSI to OSFM QUEST.

PSI Exam - If you choose to take a Standard Board Exam through PSI, you will take the current exam which contains 150 MC test items including Law and Administration. The exam will be 3.5 hours. See the PSI Candidate Information Bulletin dated 7/12/2024.

OSFM QUEST - If you choose to take a Standard Board Exam through OSFM QUEST, your exam will contain 130 MC test items without the Law and Administration (L&A) test items. The OSFM QUEST exam will be 3.5 hours. See OSFM QUEST COQB Candidate Information Bulletin/Rules of Conduct dated 11/1/2025.

Law & Administration (L&A): A L&A Qualification Exam will be required for anyone who has not passed the course by 1/5/2026. If you passed the course prior to 1/5/2026, no further action is required.
