How to Become an North Carolina Code Officials Qualification Board Education Sponsor

A course sponsor is an organization or individual that has submitted an application and has been approved by the Board to provide courses and instructors for Board courses or Continuing Education (CE).

A prospective sponsor of a course shall obtain approval from the Board to conduct the course before offering or conducting and before advertising the course.

Sponsors may include the following:  

  • Community Colleges
  • Colleges and Universities
  • Inspector Associations
  • Trade Associations
  • Occupational Licensing Boards
  • Providers of self-paced or internet based training programs
  • City, county, and state inspection departments
  • Other agencies; and private instructors

Education Sponsors

Individuals/Organization interested in becoming a course sponsor shall submit an online application.

Prior to submitting a course Sponsor application, review the following:

  • North Carolina Code Officials Qualification Board, N.C. General Statutes Chapter 143, Article 9C. 
  • North Carolina Administrative Code (Board Rules) 
  • Guidelines for Board Courses - Educational Institutes and Instructors
  • As a sponsor, you must have identified who will be instructing the continuing education courses. All potential instructors must be approved by the North Carolina Code Officials Qualifications Board in order to teach the approved courses.

Apply to be a Course Instructor

Standard Certificate Course Sponsors have the flexibility of scheduling these courses on consecutive days, in the evenings, or on weekends. Once a course has been scheduled, it is the responsibility of the community college to publish the course schedule in the community college's bulletins and to notify the North Carolina Code Officials Qualification Board.

Checklist for Educational Institutes and Standard Certificate Course Instructors

  • Educational Institute obtains approval from the NC Code Officials Qualification Board.
  • Educational Institute obtains instructor approval from the NC Code Officials Qualification Board.
  • Educational Institute and instructor schedule Standard Inspection Course(s).
  • Educational Institute Education Coordinator enters the course schedule(s) through the sponsor login portal. The course(s) is/are advertised.
  • Instructor prepares to teach course(s) by becoming thoroughly familiar with all requirements imposed upon them by the Board, studying the material which is required to be taught, preparing class presentations and hand-outs, and by preparing outside assignments.
  • Instructor monitors class attendance.
  • Instructor develops and administers the End-of-Course test.
  • Instructor provides Sponsor/Course/Instructor evaluation forms to students for completion.
  • Instructor records End-of-Course grades.
  • Instructor returns attendance records, student roster, full name (first, middle and last), final numerical examination grades, evaluation forms, and a copy of the course test with correct answers and Code sections indicated to the Educational Institute within one (1) week after completion of the course.
  • Educational Institute is responsible for uploading all information to the Board within 10 business days after completion of the course.
  • Educational Institute issues certificates of satisfactory completion only to those students scoring a minimum of 70 points on the final course examination.

Education Coordinator Designee

  • Each sponsor of either a continuing education and/or a standard certificate course shall designate one person to serve as the Continuing Education Coordinator for all Board-approved continuing education courses offered by the sponsor.
  • The designated Coordinator shall serve as the official contact person for the sponsor and shall be responsible for
    • obtaining course approval for continuing education courses
    • scheduling all courses
    • entering attendance rosters
    • uploading rosters
    • uploading course evaluations
    • uploading exams provided by the instructor (Standard Certificate Courses Only)
    • uploading End-of-Course exam grades (Standard Certificate Courses Only)
    • provide support to the course instructors

Required Forms

Continuing Education:

  • Course Outline Form - this course must be completed and uploaded when submitting a continuing education course for approval. In addition, you must upload your PPT or presentation (PDF Format)
  • Continuing Education Course Evaluation Form - sponsors must offer all continuing education course participants an opportunity to offer feedback. These documents are to be uploaded (online) along with all required documents.
  • Continuing Education Certificate of Completion Form - sponsors may complete and distribute this form to all participants who have successfully completed all continuing education course requirements.
  • Standard Certificate Course Evaluation Form - sponsors must offer all continuing education course participants an opportunity to offer feedback. These documents are to be uploaded (online) along with all required documents.
