Inspector’s Apprentice Program

Building North Carolina’s Next Generation of Inspectors

Launched in 2022 to address the critical inspector shortage across North Carolina, the NCORR–NCOSFM Inspector’s Apprentice Program is a collaborative initiative designed to provide real-world experience and reduce the training burden on local jurisdictions.

Program Overview

The Inspector’s Apprentice Program:

  • Trains and mentors individuals for entry-level inspector roles.
  • Partners with local jurisdictions to place apprentices in real-world settings.
  • Helps develop a qualified pipeline of skilled inspectors for the state.

To date, 42 apprentices from 17 jurisdictions have completed training through this impactful program.

Success Story: Rocky Mount’s First Graduates

We are proud to recognize Tissia Dancy and Noah Vance as the first two apprentices to complete all four trades of the program. Initially hired as staff, both were offered full-time inspector positions by the City of Rocky Mount while still enrolled.

Thanks to the support of Mr. Justin Floyd, Rocky Mount's Inspection Director, they completed the program under the city’s Local Jurisdiction Pilot. Their success is a testament to the program’s potential and the value of local mentorship.

We’re proud to recognize the first two graduates of the NCORR–NCOSFM Inspector’s Apprentice Program! Tissia and Noah completed all four trades in the program and were honored at the Rocky Mount City Council Meeting on June 23, 2025.
