Effective immediately all TR specialty qualification written exams will be held at a regional qualification school. Practical skills for each respective qualification will be done by field delivery with an OSFM instructor.

Technical Rescuer Field Delivered Qualifications require candidates to pass the written exam on the first day of the course. Candidate’s must now pass the written exam at any of the NC OSFM Q School offerings to meet the pre-requisite of the field delivered qualification course. After successful completion of the written exam, candidates can register for the qualification course advertised on the OSFM course scheduler, as done previously.

This change allows for a more accurate registration list for the multiple day practical exam. 

Successful completion of the TRD exam at Q school does not approve you to be a qualified instructor in said subject.

Effective Nov 2021: Q School will begin the Monday afternoon of the week scheduled. Qualification exams with written exams only will be testing on this day. Exams that require practicals will begin Tuesday of the week scheduled. Regardless of your exam, your test time slot may be pushed to Tuesday (AM or PM), Wednesday (AM or PM), etc. based on Delivery Agency restrictions, number of registered candidates, and staff present. 04Q0145 - Technical Rescuer NFPA 1006 2013 Edition Chapters 5 & 6

Prerequisite for Instructor Candidates:

  1. Candidate must be certified a minimum of three (3) years in the area of Technical Rescuer 2013 Edition

  2. Candidate must be certified Instructor level II

  3. Candidate must attend an Instructor Indoctrination course if not previously qualified in a subject area.

  4. Candidate must provide documentation of required certification (transcripts are acceptable).

  5. Candidate must provide a letter of approval from candidates sponsoring agency

General Class Requirements:

The sponsoring agency must have a minimum of seven (7) instructor candidates to hold qualification course and cap the course with a maximum of fifteen (15) instructor candidates. (Due to the nature of the training environment less than seven (7) Instructor candidates can be accommodated with the supplementation of non-qualifying participants for a total of 10 candidates/participants.)

Candidate Requirements for Field Delivered TR Qualifications:

Candidate must teach assigned enabling objectives taken from throughout the subject which the participants are qualifying to teach. These objectives will be assigned on the first day of the qualification course. 
Each participant will perform a teach-back to the pool of qualifying participants. 
Each qualifying participant will also be required to demonstrate competency in an assigned practical component of the specialty subject.  
All qualifying participants will be evaluated by an OSFM Fire & Rescue training specialist

Delivery/Host Agency Requirements:

All materials and resources needed to conduct practical evolutions are to be acquired and available prior to the practical demonstration portion of the qualification.  
Practicals involving high risk maneuvers must be employed in an environment with all safety precautions properly set up, demonstrated, and monitored during demonstration. 

Grading:

  • Written test will be 100 questions. A grade of 80% is required to achieve qualification status.
  • No more than 20 questions will come from NFPA 1006 Chapter 5 (General).
  • Written test will be given at the site of the qualification course.
  • Practical skills will be graded according to the candidate’s demonstration and knowledge of their assigned skill, along with their ability to perform and interact with fellow instructor candidates.

Additional Information:

  • Reciprocity will not be considered for instructor qualification.
  • Requalification is required every five years, or as the applicable standard is revised.

Technical Rescuer Certifications

04Q0151 - Rapid Intervention Crew NFPA 1407, 2015 Edition

Any instructor who successfully completes NC Breathing Equipment School from date July 1, 2016 - forward, is eligible to attempt the written exam for Rapid Intervention Crew Certification and Qualification at OSFM Qualification School. To find out more visit: Qualification School 

Prerequisite for Instructor Candidates:

  1. Candidate must be certified a minimum of three (3) years in the area of Rapid Intervention Crew (RIC) or Rapid Intervention Teams (RIT).

  2. Candidate must be certified Instructor level I.

  3. Candidate must be a qualified Firefighter Instructor.

  4. Candidate must attend an Instructor Indoctrination course if not previously qualified in a subject area.

Student Requirements

  • Students must pass the written exam before being permitted to continue to the classroom and skills portion of the course.
  • After successful completion of the written exam each student will be given a topic in which they will be required to deliver a lecture and administer the practical component of the skill.
    • Lecture
      • Student will be given 15 minutes to prepare.
      • Lecture will be 15-20 minutes in duration.
    • Practical Skill
      • Student shall set up for practical skill taking all safety issues into consideration.
      • Student will administer the practical to the remaining students in the course.
      • Student must attend 100% of the course.

Required Equipment and Personnel 

  • Students will be required to have full PPE with SCBA and spare cylinder.
  • SCBA Fill station onsite.
  • All props needed for completion of practical's identified in RIC Skills Book.

Grading

  • Students must score 80% or greater to advance to the classroom and hands on portion of the course.
  • Student must successfully perform teach back on given topic.
  • Student will correctly administer given practical to remainder of class.
  • Student must successfully complete all practical skills identified in the RIC Skills Books.

Rapid Intervention Crew Certification

 

04Q0176 - Chief 101 -2020 Editon

Pre-Requisites

  • Level II Instructor
  • Completed Chief 101
  • Fire Officer III Certified
  • Achieved the rank of Chief Level Officer in a department for a minimum of 10 years. To be validated by a letter from the department on letterhead.

Qualification Process

The qualification courses can be taken at the Qualification Schools that will be posted at Certification and Training - Testing Page.

Candidate must take and pass with an 80%, a qualification exam and in accordance to all NC Fire and Rescue Commission policies. Candidates will be allowed one retest and if the second attempt is failed must wait a year to attempt the process again.

In the case of a tie between candidates on the exam the following process will be used to decide who will receive the qualification.

  • Certification date as Instructor II
  • Certification date as FO II
  • Certification date as FF II
  • Qualify all remaining tied instructors

Re-qualification for Current Instructors

All current instructors who are Chief 101 qualified must attend a re-qualification course every 5 years or as the course is updated to maintain their qualification. If an instructor does not attend a re-qualification they will forfeit their qualification.

All instructors are required to teach five courses during the five-year qualification period.
